Latest 2026 Policy Version of Germany Overseas Talent Introduction Program. Based on the Skilled Immigration Act (Fachkräfteeinwanderungsgesetz), Germany has set up five mainstream entry pathways for talents from non-EU countries, covering high-end white-collar workers, skilled blue-collar workers, job seekers without a pre-arranged employer, applicants undergoing qualification recognition, and self-employed founders. The new talent introduction policy of Germany officially took effect in July 2026, further lowering salary requirements, relaxing thresholds for academic qualifications and work experience, and shortening approval periods. It is designed to fill the huge talent shortage in domestic industries including manufacturing, IT, healthcare and high-skilled trades. Among European and American countries, this immigration framework features stable policies, clear settlement routes and relatively lenient requirements.

Five Main Talent Immigration Pathways

Legal Entity / Entrepreneur Residence (Cross‑border Business Talent Immigration Route)

Suitable for entrepreneurs engaged in China-Germany cross-border trade, cross-border services and scientific and technological innovation, who apply for residence as a German legal entity.

Core requirements Submit a complete and viable business plan, have sufficient operating capital for the enterprise, and maintain genuine and sustainable China-Germany cross-border business activities.

Residence and permanent residence rules The initial residence permit is valid for 2 years. It can be renewed normally provided the enterprise maintains stable business and compliant operation. After 5 consecutive years of compliant operation, tax payment and residence in Germany, applicants may apply for a German permanent residence permit if they meet the German language and pension insurance requirements.
